FG to pay jobless youths N20,000 monthly to sweep markets, clear drainages

In a bid to curb the high rate of unemployment in the country, the Federal Government has rolled out a scheme which will see unemployed youths in rural areas earning N20 ,000 per month , The PUNCH reports.

The youths will be engaged in the clearing of drainages , sweeping markets , road maintenance , traffic control, and cleaning of public infrastructures like health centres and schools.

The Minister of State for Labour and Employment, Mr Festus Keyamo (SAN ), said this at a news conference on Thursday.

Keyamo said the scheme targeted 1 ,000 youths each from the 774 local governments across the country.
The minister said the programme is one of the biggest social intervention schemes to be carried out within a short period of time by any government in the history of Nigeria.

The PUNCH reports that the scheme , known as the Special Public Works Programme in the Rural Areas , is domiciled in the National Directorate of Employment for implementation and is expected to take off in October.

The minister ’s speech read in part , “ The pilot programme earlier approved by Mr . President was designed to mitigate lack of job opportunities in the rural areas through a short - term engagement of 1 ,000 unemployed persons per local government area for a period of three months.

“ It is a dry season/ off - season transient job programme and was originally designed for the rehabilitation /maintenance of public and social infrastructure. Participants were to be paid an allowance of N 20,000 monthly and were to be recruited largely from the pool of unskilled persons resident in those rural areas.

“ This pilot scheme was approved to be implemented in five local government areas in eight states namely : Adamawa , Borno, Ebonyi , Edo, Ekiti , Jigawa , Katsina and Kwara . Beneficiaries are engaged in: drainage digging and clearance, irrigation canals clearance, rural feeder road maintenance , maintenance of the Great Green Wall nurseries and orchards in Borno, Jigawa and Katsina states ; traffic control , street cleaning , cleaning of public infrastructure like health centres , schools and the likes. A total of 40 ,000 direct transient jobs were expected to be created in the eight pilot states.”

Keyamo said the Special Public Works in the Rural Areas is an employment- intensive technique acquired and adapted by the National Directorate of Employment from one of the capacity - building collaborations with the International Labour Organisation in the late 1980 s to the middle of the 1990 ’s.

The minister said for the purpose of transparency and accountability in the process, the President has approved the use of select banks to register and collate data of the beneficiaries.

“ The banks will open accounts for all beneficiaries and in the process obtain Bank Verification Numbers for those without accounts.

“ All payments would be made from the Central Bank of Nigeria directly to the accounts of the beneficiaries ,” he added.

AFDB: Obasanjo hits US over call for Adesina’s probe


Former President Olusegun Obasanjo has blasted the United States of America for insisting on “independent investigation” into allegations of favouritism and others against President of African Development Bank, Dr Akinwunmi Adesina.

The US Treasury Secretary has called for investigation into the 16 allegations after Adesina, who is seeking reelection, was cleared by the Ethics Committee of the Board of Director and Chairman of the Board of the Governors of the bank.

The former President lamented: “The US treasury secretary disparaged the bank and ridiculed the entire governance system of the bank which has been in place since 1964.

“This is unprecedented in the annals of the African Development Bank Group.

“If we do not rise up and defend the African Development Bank, this might mean the end of the African Development Bank, as its governance will be hijacked away from Africa.”

He called for solidarity in the fight to preserve the independence of the bank, stating the former African leaders should issue a joint statement “to support the laid down procedures embarked upon to evaluate the allegations and recommend that the Board of Governors as well as the Ethics Committee of the Bank should firmly stand by their process and its outcome.”

Obasanjo added it is “critical” to emphasise the need for the AfDB to remain an “African-focused development bank rather than one which serves interests outside Africa. (The Nation)

15 NYSC members in Ekiti to repeat service

Fifteen Corps Members of 2019 Batch B, Stream ‘1’ who served in Ekiti State would repeat the compulsory one- year service for absconding from their Places of Primary Assignments (PPAs), the state NYSC coordinator have disclosed.

The NYSC Ekiti State Coordinator, Mrs Emmanuella Okpongete, disclosed yesterday in Ado-Ekiti during the passing-out exercise of the corps members that 26 corps members also bagged extensions for various offences during the service year.

“Out of 2,282 Corps members, 15 absconded and will have their service year repeated, 26 got an extension for various offences and three outstanding ones that have done well are recommended for State Awards.

“The punishment for their offence is to repeat their service year and refund whatever allowance(s) they might have collected,” she said.

The coordinator further said on the other hand, 16 corps members got Commendation letters for outstanding work in their places of primary assignment, while one corps member died due to ruptured appendix.

On measures to ensure that social and physical distancing was maintained during the issuance of certificates, the coordinator said the event was designed in a way that not more than 20 corps members attended at once. (NAN)


Nigeria records 182 new coronavirus cases, total now 8,915


Nigeria has recorded 182 new cases of coronavirus, bringing the total number of confirmed infections in the country to 8,915.

The Nigeria Centre for Disease Control(NCDC) disclosed this on Thursday.

Data from the NCDC showed that Nigeria currently has 6,064 active coronavirus cases.

It said: “On the 28th of May 2020, 182 new confirmed cases and five deaths were recorded in Nigeria.

“No new state has reported a case in the last 24 hours.

“Till date, 8915 cases have been confirmed, 2592 cases have been discharged and 259 deaths have been recorded in 35 states and the Federal Capital Territory.

“The 182 new cases are reported from 16 states- Lagos (111), FCT (16), Akwa Ibom (10), Oyo (8), Kaduna (6), Delta (6), Rivers (5), Ebonyi (4), Ogun (4), Kano (3), Plateau (2), Gombe (2), Kebbi (1), Kwara (2), Bauchi (1), Borno (1).”

Ekiti expands isolation centre to 150 beds

...as CACOVID donates 100 beds, medical equipment

 Ekiti State Government, on Thursday formally expanded its isolation centre to 150 bed space, following the delivery of 100 hospital beds and other medical equipment from the Nigeria Private Sector Coalition Against Covid-19 (CACOVID) in support of the fight against Coronavirus in the State.

The expansion, according to Governor Kayode Fayemi, has positioned the state to tackle possible rise in cases.

The Governor, who was represented by the Commissioner for Health and Human Services, Dr (Mrs) Mojisola Yaya-Kolade, at the event that took place at the Oba Adejugbe General Hospital, Ado-Ekiti, said the facility would boost the state's capacity for curtailing the spread of the pandemic.

Other items donated include 12 LG electron, Auto Clave, Blood Warmer, Deflagrator, kidney dish, monitor, oxygen cylinder, oxygen concentrator, oxygen regulators.

The Governor who assured that the facilities would be judiciously utilized, solicited for more supports from "corporate organisations and good spirited individuals in the fight against the dreadful virus"

He disclosed that a total 16 Covid-19 patients out of the 20 recorded cases had been discharged, after they had recovered and their test turned negative twice, leaving the State with only two active cases while the two deaths recorded were imported cases from Lagos and Kwara States. 

The Governor said: "As a responsive and responsible government, we have taken precautionary measures geared toward the prevention of community spread of Coronavirus in Ekiti.  

"The support to our isolation and treatment centre will strengthen not only our fight against the Covid-19, but will definitely boost the healthcare services in our dear State. Our health facility is better prepared, even beyond this perilous time of Covid-19. On behalf of the good people of Ekiti State and Government, I sincerely thank CACOVID for the gesture."

Earlier, the representative of CACOVID, Mr Kayode Adejuyigbe of Access Bank said the gesture was part of the collective responsibility in the fight against Covid-19 in the State.

Adejuyigbe who noted that survival was of necessity at this period, said the equipment were donated to support the treatment of confirmed and suspected patients in Ekiti.

In attendance at the brief event were the Ewi of Ado Ekiti, Oba Rufus Adeyemo Adejugbe, Head of Service, Mrs Peju Babafemi, State Coordinator of Covid-19 Taskforce, Prof Bolaji Aluko, Special Adviser on Public Health, Dr Jimlas Ogunsakin and other top government officials.

Ekiti Governor's Lodge in Abuja: Between due process and ill-informed interference

When we saw the criticism desperately, frustratingly, but wrongly unleashed on the public regarding the Ekiti State Lodge in Abuja, FCT and the construction work going on there, the initial thought was to let it pass as the ranting of an inconsequential ant. 

On a second thought, we considered the mindset of both the propagandists and their gullible audience who know next to nothing about good governance and decided to give them the biblical treatment as recommended above, especially with the Press quoting Diran Odeyemi from Osun State as the inordinate signee of the statement. Diran knows next to nothing about Ekiti government business and, at best, he is a meddlesome interloper.

How desperate and frustrated can an opposition be to show it is still licking the wounds it sustained when it lost grip on an ill-attained power two years ago. No doubt PDP in Ekiti State is still in denial with the fact that its leadership style of _Bamubamu ni mo yo…_ is no longer in vogue and is now resorting  to the strategy of _“Kaka k’eku ma je sese, a fi se awadanu."_ 

The PDP propagandist might have mindlessly criticized to no end every positive step taken by the administration of Dr. John Kayode Fayemi, whose watchword is good governance and due process. But this time around, he has sunk way too low and too ill-informed. 

Where good governance and due process are involved, bad governance and gangsterism have no place. Two bad tools employed by the untamed critic in carrying out his unpatriotic activity are nitpicking and afghanistanism. Nitpicking is the fussy and pedantic faultfinding, while afghanistanism is the railing and shaking of fist at an unseen foe who is quite unaware of your existence, much less your fury. 

In the misinformed criticism, the nitpicker who claimed to be representing the opposition PDP in Ekiti said he had credible evidence that the property, sitting on 2000sqm on T. Y.  Danjuma, Asokoro, Abuja had been sold, and there was "no sign post, stating the owner of the new structure.” He has yet to show the evidence.

In another vein, the self-acclaimed PDP critic said he assumed “but did not concede that the new structure with like 15ft bunker was being built by the State government,” and queried the justification for pulling down the old structure and building a new one at this time. He asked further, but ignorantly: “At what time did the former structure become dilapidated to warrant total demolition to pave way for a new one?”

The bellyaching did not stop there. The nitpicker issued a query to the governor, demanding that ‘Governor Fayemi must explain to Ekiti people what happened to the multi-billion Naira edifice in Abuja.” Well, since he who alleges should be the one to prove. We challenge the same PDP critic to provide evidence of the sale of the property to the whole world.

Perhaps, such afghanistanistic display would not have been necessary in the first place, if the faultfinder, with no known qualification in any profession, had endeavoured to clear his ill-informed criticism with Engr. Segun Oni and Mr. Ayo Fayose, two erstwhile PDP governors of the State who were actively involved in the purchase and abandonment of the property. The two are back in the same opposition party and should not have allowed desperation and frustration to take the better part of their boy.

In the day-to-day exercise of administrative powers, circumspection is required. This is what separates the current administration of Dr. John Kayode Fayemi from that of its PDP predecessor. It is actually not for the pained PDP to dictate what the priority of an APC administration should be, rather it is the business of the administration of Dr. Fayemi to prioritise projects, in so far as it is properly communicated to the people. The Fayemi administration has kept faith with workers in the way the PDP could not. If reconstruction of the dilapidated lodge in Abuja is deemed a priority, and for as long as it does not interfere with the meeting of other necessary obligations, then, it should be left for the government to decide. 

Lest the critic might have forgotten, their party, PDP, spent four years in building a bridge to nowhere, while owing huge backlog of salaries due to workers. Fayemi is not like Fayose who shrewdly rented his personal apartment located in the same Asokoro axis to the state for his own use in Abuja, at a cost of N30 million (Plus N3 million agency fee) per year, which amounted to N120 million (plus N12 million agency fees) in four years! 

The same Fayose illegally disposed of the official land acquired by the first civilian governor, Otunba Niyi Adebayo for the building of the State Lodge. Up till now, the lodge procured has remained in private hands and the Fayemi administration is the one trying to take possession of the land in the name of Ekiti State.

Again, lest the critic should know, Governor Fayemi, as the current chairman of the Nigeria Governors Forum has more reasons to visit Abuja than any past governor. There was hardly any week he didn’t do so before the Covid-19 pandemic. Yet, unlike Fayose, he would rather stay in his private residence at no cost to the state. If Fayemi were a Fayose, he would have rented his personal house to the State and collected huge rent or better still, lodge in Presidential suites in hotels. He has refused to do any of these. 

Due process is not just about how humans are legally treated, but also how resources are judiciously deployed. When a leader makes due process his watchword like Fayemi has done, both his dealings with humans and utilisation of resources would be self-moderated and such leader would have nothing to fear.

May we therefore enlighten the ill-informed propagandist to exercise his power as provided for in freedom of information law of the state to investigate these facts, instead on embarking on a wild goose chase? Yet, if for any reason he cannot afford to do this, we can help clear his warped mind as follows: The same property was purchased during the Segun Oni era from a co-PDP governor of Osun State at the time, Prince Olagunsoye Oyinlola. It was not so good for habitation since the roof was leaking. This made Fayose to totally abandon it and thus make it become much worse. 

Now, Fayemi, due to his twin style of good governance and due process, had to order the demolition of the building because it was found to be structurally weak and dangerous for habitation after it was criminally  abandoned for four years by the Fayose administration, hence the decision by the Fayemi administration to demolish and rebuild.

This was adequately provided for in both the 2019 and 2020 Budgets and this is available on the internet for anyone’s perusal. It was well advertised, bidded for and duly awarded. 

However, if the opposition PDP is still agonising as to whether due process has been followed or not, they are free to approach the court. It is their democratic right, after all. As for Ekiti, the State can only be better for it.
