Emergency Management Agency (NEMA).

This was contained in a statement issued by the Director of Information in the Office of the Secretary to the Government of the Federation, Mr Willie Bassey.

The statement said the appointment took effect from Thursday, April 30, 2020, for an initial period of four years in accordance with Section 3 of the National Emergency Management Agency Act.

“The erstwhile Director General , Engr. Mustapha Y. Maihaja, has been directed to handover all official matters to AVM Muhammadu Alhaji Muhammed (Rtd.) immediately.

The Eight Neutral Stadiums 'Agreed On' To Host Premiership Matches After Restart

Premier League clubs have reportedly agreed proposals to use a number of neutral venues so the season can resume next month.

A video meeting was held between the league and the clubs on Friday to discuss ‘Project Restart’.

The Premier League released a statement saying that clubs are committed to completing the 2019/20 season.

They also stressed that any return to training and match action would only happen if the government gave the go-ahead.

The Sun reports that clubs have agreed to use between eight to 10 neutral venues once football does return, with a tentative start date of June 12 mooted.

The grounds will be confirmed in the next two weeks but the police are thought to have concerns over using stadiums in congested urban areas.

This would rule out stadiums like Anfield and Stamford Bridge, but there are plenty of stadiums with little surrounding housing.

The Sun claims the eight strongest candidates for venues are Brighton, Southampton, West Ham, Arsenal, Leicester, Aston Villa, Manchester United and Man City.

Most likely neutral venues for Premier League games

  • Brighton – Amex Stadium
  • Southampton – St Mary’s Stadium
  • West Ham – London Stadium
  • Arsenal – Emirates
  • Leicester – King Power Stadium
  • Aston Villa – Villa Park
  • Manchester United – Old Trafford
  • Manchester City – Etihad

Wembley and St George’s Park are thought to have been discounted as possible options but no club will play at their own stadium to ensure the maximum equality.

Some clubs are understood to have voiced some doubts over whether to actually finish the season but the majority view was to push ahead.

A source told The Athletic: “The Premier League now wants to restart and there is a clear majority for this.

“They will have a proper crack at getting this over the line. The discussions were less of a debate and more information, led by Premier League officials and the government, detailing how they can restart.

“Clubs will continue to brief and leak stories to suit their own agendas. But within the meeting, it felt like football was working its way back.”

Fayemi suggests strategies to economic recovery after COVID-19

Chairman of the Nigeria Governorship Forum (NGF) and Ekiti State Governor, Kayode Fayemi, says Nigeria has to reduce the cost of governance if it plans to emerge stronger from the COVID-19 pandemic.

Fayemi stated this in Ado Ekiti on Saturday during an appearance on The Platform via video conference from his office.

According to him, Nigeria must be ready to eliminate or minimize non-core expenses and to ensure that the wage bill at all levels of government is accompanied by productivity, accountability, and effectiveness of the workforce.

He said, “With a reduction in revenue, we must reduce the cost of governance.

“Apart from the passage of supplementary budgets by the Federal and state governments, we need to explore various recommendations on streamlining ministries, departments, and agencies of government to reduce wastage.

“We must also be ready to eliminate or minimize non-core expenses and also to ensure that the wage bill at all levels of government is accompanied by accountability, productivity, and effectiveness of our workforce.”

HOW NIGERIA CAN WIN COVID-19 BATTLE - FAYEMI

....DESCRIBES PANDEMIC AS WAKE-UP CALL FOR JOB CREATION, INVESTMENT IN AGRIC

The Governor of Ekiti State, Dr. Kayode Fayemi, has offered suggestions on how the war against the raging Coronavirus can be won by the  federal and state governments in the country.

Fayemi, who is also the Chairman of the Nigeria Governors' Forum (NGF) said COVID-19 can only be defeated with transparency and collaborative efforts.

He advocated conscious and deliberate efforts by governments to invest massively in job creation and agriculture to ensure food security and safeguard against upsurge in crimes and hunger post COVID-19 period.

Fayemi spoke on Saturday as Keynote Speaker at the 2020 edition of  THE PLATFORM, an annual conference organised by The Covenant Nation, a pentecostal church led by Pastor Poju Oyemade.

Other participants at the conference include the Vice President, Prof Yemi Osinbajo, the Governors of Lagos, Nassarawa, Kaduna, Edo and Delta as well as the Director General of the Nigeria Centre for Disease Control, Dr Chikwe Ohekweazu among others.

Fayemi, in his virtual presentation at the conference, dwelt on what his administration and the federal government had done to tackle the pandemic, as well as what still needed to be done.

He saluted the courage of healthcare workers all over the country who are going beyond the call of duty to serve on the front lines of the war against COVID-19 describing them as "exceptional."

The Governor also advocated reduction in the cost of governance owing to reduction on revenues and streamlining of Ministries, Departments and Agencies (MDAs) to save cost.

He also canvassed robust support for businesses, particularly the Small and Medium Enterprises (SMEs) and women to rebuild family structures while modifying conditions for existing loan guarantees and creation of new opportunities.

Fayemi said: "Nigeria must emerge from this crisis with a plan to create jobs, reduce poverty and put food on the table of our citizens.

"We must attract investment required to bridge the infrastructure deficit, and prioritise the provision of critical investment in education, healthcare, security and other social protection needs.

"Agriculture, the mainstay of our national and many subnational economies, has never been more  important, especially as we seek to reduce hunger.

"COVID-19 has shown the importance of food security, and our ability to call on the nation's food reserve at this time only validates the federal government's decision to prioritise food production.

"By focusing on job creation and poverty reduction, we will reduce the lack of opportunity, which remains a big incentive for crime.

"However, for those who still insist on criminality, we must be ready to tackle them with well-trained, equipped and appropriately remunerated security agencies."

While commending the convener of THE PLARFORM, Oyemade, the senior pastor of The Covenant Nation, Fayemi said the forum has become an effective town hall that facilitates conversations in an unfiltered yet convivial atmosphere.

Coronavirus: Controversial bill empowers FG to convert private properties to isolation centres

Sunday Aborisade , Leke Baiyewu , Leye Aluko and Tunde Ajaja

A controversial bill sponsored by the Speaker of the House of Representatives, Mr Femi Gbajabiamila, and two of his colleagues , seeking to empower the Federal Government to convert any property in the country, including private properties , to isolation centres has continued to attract criticisms.

Apart from members of the House who protested that they were not served copies while it was read at plenary on Tuesday , before it hurriedly passed first and second readings on the same day, lawyers and many other Nigerians have described the bill as draconian and suspicious.

Also on Friday, the bill trended on Twitter as there were accusations that the sponsors plagiarised the law on disease control in Singapore . Those who made the accusations , included the International Centre for Investigative Reporting , which alleged that over 90 per cent of the content was plagiarised from Singapore’s law.

The bill, titled , ‘Control of Infectious Diseases Bill 2020 ’, obtained by Saturday PUNCH on Thursday , was sponsored by Gbajabiamila, Pascal Obi and Tanko Sununu. They said the proposed law was designed to prevent the spread or possible outbreak of infectious diseases.

This is coming amid the shortage of isolation centres in the country owing to the increasing cases of the coronavirus across the states. As of Friday, the number of cases stood at 2 ,170, with number of deaths at 68, while 319 have so far recovered . Across the world , the number of cases rose to 3 .3 million , with 237,440 deaths and about 1 ,069,023 recoveries .
The cases were Kano (92 ); FCT (36); Lagos (30); Gombe (16 ); Bauchi (10); Delta (8 ); Oyo (6 ); Zamfara (5 ); Sokoto (5 ); Ondo (4 ); Nasarawa (4 ); Kwara (3 ); Edo (3 ); Ekiti (3 ); Borno (3 ); Yobe (3 ); Adamawa (2 ) and one case in each of Niger , Imo , Ebonyi , Rivers and Enugu.

The new bill, which passed first and second readings at the plenary on Tuesday , was described as , ‘A bill for an act to repeal the Quarantine Act (1926 ) and enact the Control of Infectious DiseaseAct , make provisions relating to quarantine and make regulations for preventing the introduction into and spread in Nigeria of dangerous infectious diseases, and for other related matters .’

On Thursday , the Director - General, Nigeria Centre for Diseases Control, Dr Chikwe Ihekweazu , had said at the Presidential Task Force on COVID- 19 briefing that there was need for more isolation centres as the number of cases surge .

He said, “ Concerning the availability of bed spaces for the management of patients , there is no doubt that we are struggling in certain places especially in Lagos State, and to an extent Kano State and Abuja. But the biggest challenge right now is in Lagos where bed spaces are really tight.

“ Across the country we have about 3 ,500 bed spaces identified as available for coronavirus patients but in Lagos we are already struggling . So, we are going to work with them to keep trying to make more spaces available.”

The Minister of Health , Dr Osagie Ehanire , also at the briefing appealed to people to make their properties available, noting that there was already a surge and that with the plan of the NCDC to do two million tests , there would be more cases , which would give rise to the need for more isolation centres.

He said, “ I’m appealing not only to state governments but to citizens to make properties available temporarily for this purpose.”

Meanwhile , if passed into law by the two chambers of the National Assembly and assented to by the President, Major General Muhammadu Buhari (retd.), the minister of health would be empowered by law to declare any premises to be an isolation centre for the purpose of preventing the spread or possible outbreak of infectious diseases.
Section 15 (1 ) of the bill reads , “ The minister may , for the purpose of preventing the spread or possible outbreak of an infectious disease , by notification in the Gazette declare any premises to be an isolation area .”
Subsection 2 reads , “ A notification under subsection (1 ) shall be effective until the expiration of such period as may be specified in the notification or until it is revoked by the minister , whichever occurs first .”
Subsection 3 reads , “ The Director General may , in relation to an isolation area , by written order prohibit any person or class of persons from entering or leaving the isolation area without the permission of the Director General ; prohibit or restrict the movement within the isolation area of any person or class of persons ; prohibit or restrict the movement of goods ; require any person or class of persons to report at specified times and places and submit to such medical examinations , answer such questions and submit to such medical treatment as the Director General thinks fit ; authorise the destruction, disposal or treatment of any goods , structure , water supply , drainage and sewerage system or other matter within the isolation area known or suspected to be a source of infection; and prohibit, restrict , require or authorise the carrying out of such other act as may be prescribed.”
Proposed law empowers police to arrest , quarantine violators without warrant
Subsection 4 reads , “ A Health Officer or a police officer may take any action that is necessary to give effect to an order under subsection (3 ),” while subsection 5 reads , “ Any person who , without reasonable excuse, contravenes an order under subsection (3 ) shall be guilty of an offence .”
Subsection 6 reads , “ A person who leaves or attempts to leave or is suspected of having left an isolation area in contravention of an order under subsection (3 ) may be arrested without warrant by any Health Officer or by any police officer , authorised in writing in that behalf by the Director General .”
While subsection 7 reads , “ Goods brought into or removed from an isolation area in contravention of an order under subsection (3 ) shall be forfeited to the Government and may be seized, dealt with and disposed of in accordance with section 55 (2 ) and (3 ) as if those goods were any substance or matter referred to in section 55 (1 )(c).”
Bill prescribe jail term for violation of NCDC quarantine
Meanwhile , Section 79 (3 ) also prescribes a N500,000 fine and six- month jail term for persons who violate the quarantine restriction or refuse to take vaccinations in case of an outbreak or a suspected outbreak of an infectious disease in Nigeria such as the ravaging COVID- 19 .
“ The Minister may , in making any regulations , provide that any contravention of or failure to comply with any regulation shall be an offence punishable with a fine not less than N 500,000 or to imprisonment for a term not exceeding six months or to both.
The Speaker said at the plenary on Tuesday that coronavirus pandemic had exposed the archaic nature of the Quarantine Act and the incapacitation of the NCDC , noting that the proposed law was to empower the NCDC .
The Section 13 of the bill also sought to give the NCDC Director - General the power to order the isolation of people having or suspected to have an infectious disease for a period of time subject to the discretion of the DG. It added that such persons , including those who have recently recovered or being treated for such a disease, remain in isolation or be treated in their own dwelling place .
Also in Section 17 , under Abatement of Overcrowding , the bill prescribes that if in the opinion of the NCDC DG, a building is so overcrowded as to expose the occupants to the risk of infection by an infectious disease , the DG may by written notice direct the owner or occupier of the building to abate the overcrowding or to close the building or part thereof within the time specified in the notice.
Meanwhile , Section 68, under General Penalties , states that any person guilty of an offence under the Act for which no penalty is expressly provided shall in the case of a first offence be liable on conviction to a fine not exceeding N 100,000 or to imprisonment for a term not exceeding six months or to both.
But , in the case of a second or subsequent offence , such offenders will be liable on conviction to a fine not exceeding N 200,000 or to imprisonment for a term not exceeding 12 months or to both.
The bill listed no fewer than 45 diseases. The first schedule includes Acquired Immune Deficiency Syndrome , Avian Influenza, Campylobacteriosis, Chikungunya, Fever, Cholera , Dengue Fever, Dengue Haemorrhagic Fever , Diphtheria, Encephalitis , Viral Haemophilus Influenzae Type b Disease, Hand , Foot and Mouth Disease and Hepatitis .
Others are Viral Human Immunodeficiency Virus Infection , Legionellosis, Leprosy , Malaria, Measles, Melioidosis , Meningococcal Disease , Mumps , Nipah Virus Infection , Paratyphoid , Pertussis , Plague , Pneumococcal Disease (Invasive), Poliomyelitis , Rubella, Salmonellosis and Severe Acute Respiratory Syndrome .
Also on the list are Swine Influenza, Typhoid, Tuberculosis , Yellow Fever, Sexually Transmitted Infections — Chlamydia Genital Infection ; Genital Herpes, Gonorrhea; Non- Gonococcal Urethritis ; and Syphilis.
The second schedule of diseases include; Dangerous Infectious Diseases, Plague , Severe Acute Respiratory Syndrome , Yellow Fever , Coronavirus disease, Diphtheria, Measles, Polio , and Meningitis .
Senate considers own bill Tuesday , targets first, second readings
Barring any last minute changes , the Senate will on Tuesday introduce and begin necessary legislation on a similar bill that would strengthen the Quarantine Law and give legal backing to the NCDC to effectively carry out its responsibilities.
The Chairman , Senate Committee on Primary Healthcare and Communicable Diseases, Senator Chukwuka Utazi , in an interview with one of our correspondents on Friday, said the details of the Quarantine Bill would be unfolded on the floor of the Senate on Tuesday .
He, however , explained that the proposed legislation was different from the one currently before the House of Representatives .
“ The Senate already has a bill on the issue but we have not been able to work on it because of the lockdown . We are already consulting widely on it to make sure that we get things done,” Utazi said.
He said members of the House of Representatives should not be blamed for the provisions in their version of the Quarantine Bill, adding that the lawmakers were only working hard to resolve an obvious problem .
He added, “ The Senate Committee on Primary Healthcare and Communicable Diseases already has its own version of the bill, which had been drafted and sent to all the necessary agencies and stakeholders to make their input and they are already looking into it.
“ We are going to table the bill for a first and second reading on Tuesday if time permits , because we have sent the draft to all relevant people who are concerned.”
FG , NASS out to punish Nigerians – PDP
Meanwhile , reactions have continued to trail the bill. The Peoples Democratic Party faulted what it described as the ‘discreet passage of the bill’, saying the proposed bill ought to get the contributions of Nigerians via public hearing .
The party’s National Chairman , Prince Uche Secondus , told one of our correspondents, “ We keep saying it and we will say it again ; this government is not democratic in anyway. In democracy, there would be a healthy debate on issues and through that, people would get enlightened and the process would be seen to be free and fair . How can you force a bill through the nose of lawmakers ?”
He argued that the majority of the lawmakers were unable to attend because of the interstate lockdown .
“ Nigerians should reject any bill that will take away their rights and freedom . Why would you give the police the right to arrest indiscriminately?” he added.
Also, the Executive Director , YIAGA Africa, Samson Itodo , said a review of the obsolete Quarantine Act necessary but conferring wide discretionary powers on the NCDC or police in such a manner undermined constitutionally guaranteed rights.
He added, “ This proposed derogation of human rights needs to be regulated . As a country grappling with weak democratic institutions and poor democratic culture , I will propose that such powers should be limited to prevent authoritarianism and human rights violations .”
Lawyers fault bill
A former General Secretary of the Nigerian Bar Association, Mr Afam Osigwe , on Friday also faulted the provisions and timing of the Quarantine Bill .
Osigwe , who agreed that there was the need to amend the Quarantine Act, however , maintained that most of the provisions of the bill relating to the taking over of properties and arresting persons without warrant were too draconian for a modern - day Nigeria.
He said, “ I also think that the mode of introducing the bill during a pandemic when many of the stakeholders who are supposed to contribute to it have not been consulted may not be in the best interest of the nation .
“ Also, many of the provisions are draconian and violate the provision of the constitution , and such provisions include the ones relating to the taking over of property , arresting of people without warrant, and too much of other powers in the direction of the minister and the Director - General of the Nigeria Centre for Disease Control . All these are draconian measures that we should not be talking about in modern day Nigeria.”
Another lawyer , Mr Abubakar Sani, said, “ Apart from its provisions that have to do with quarantine, the bill appeared to be ultra vires . Under the Exclusive Legislative List , Quarantine and Drugs are specific items that the National Assembly can legislate on. So, that bill is too wide . They should have restricted themselves to just quarantine and drugs, they cannot pass a law on wide - ranging health matters .”
Members of the House , Bamidele Salam and Uzoma Nkem - Abonta , who separately confirmed receipt of a copy of the bill when contacted by our correspondent on Friday, insisted on the fears they expressed during the debate .
Asked about his observations on the proposals in the bill, Salam said, “ I have a feeling that the intentions are noble and good , but I have serious objections to some provisions of the bill, especially those that I feel have the tendency of infringing on the fundamental rights of Nigerians and creating a behemoth in the NCDC; giving too much powers to the DG and the minister of health ; allowing the police to arrest people without warrant; to convert premises to isolation centres ; and then compulsory vaccination .
“ I think we have to be very , very , very careful about legislating on vaccination . I am not sure that, that is the way to go except we are able to subject this to more scrutiny from all stakeholders . We don’t produce or manufacture vaccines and then we want to compel people to take vaccines .”
The lawmaker , while responding to a question on whether the House would listen to dissenting voices as the bill is scheduled for third reading on Tuesday , expressed fears that contrary opinions might be overruled.
Nkem - Abonta , who said he would criticise the bill at a later time, was asked by one of our correspondents who contacted him if he was satisfied with the proposals.
“ Some spoke in favour of the bill and those who spoke against it said that ‘we have not seen it ; allow us to see and digest it ; that a document of 65 pages was too voluminous to be taken two hours. Was it possible to have scaled the first, second and third readings in two hours?”
Many Nigerians have, however , gone online to criticise the bill, raising concerns over some of its proposals. Using the hashtag, # StoptheNCDCBill, critics of the proposal , especially on Twitter, listed the controversial clauses as including Sections 3 (8 ), 8 , 13, 15 , 16, 17(4 )(5 ) and (7 ), 19 , 20, 23 , 24, 25 , 30, 47 and 58.
A former member of the Senate, Dino Melaye, on Friday described the bill as “ an evil and satanic law initiated to destroy civil and human rights of Nigerians under the guise of infectious diseases control.”
He said, “ The bill fails to take into consideration the federation status of the country, with the overbearing powers given to the NCDC Director - General and the Minister of Health on all issues without any form of control or checks by either the legislature or the judiciary .”
“ The power to take over the private property of Nigerians and turn (them ) into isolation centre(s ) in Section 15 of the bill at the instance of the DG and the Minister of Health in any part of the federation, is a banana peel and potential abuse of the rights of Nigerians to property and an abuse of the powers of state and local governments as guaranteed under the constitution .”
Accusations of plagiarism surround new bill
Sponsors of the bill have also been accused of plagiarising the law on disease control in Singapore .
Apart from various social media users who made the allegation, the ICIR on Friday published a report titled , ‘Nigeria’s proposed Infectious Disease Act is over 90 per cent Plagiarised from Singapore ’s Law,’
The report partly read, “ Aside from the title of the draft legislation : Infectious Disease Act, which was copied verbatim , Parts One to Five of the Nigerian Act containing 63 sections were all lifted from the Singaporean law word- for - word. The exception was the use of ‘Director ’ which is replaced with ‘Director -General ’ and mentioned over 100 times throughout the document .”
Meanwhile , a counter campaign with the hashtag,
# PasstheNCDCBill , was however led by the Special Assistant to Speaker on New Media, Mr Olakunle Somoye , via his Twitter handle , @ MrSomoye. He said the bill would be subjected to extensive review by both the House and the Senate.
He said the power to arrest without warrant is not new under Nigerian Law . “ Section 52 of the Administration of Criminal Justice Act grants the police express authority to execute an arrest without a warrant, where doing so is necessary to prevent the commission of an offence ,” he added.
And on the accusation of plagiarism, he added, “ As for those insinuating the Control of Infectious Disease Bill was plagiarised , they should know that it is not uncommon for the laws of nations or sub- national bodies to be based on laws that already exist in some other jurisdiction(s ) or international conventions .
“ There is no plagiarism controversy here except in the imagination of those promoting the organised campaign to keep the NCDC from being empowered to properly fight infectious diseases in the country.”
When contacted on Friday, both Obi and Sununu, who co - sponsored the bill with Gbajabiamila, said they were not available for comments. While Sununu asked our correspondent to call back as he was on his way back to Abuja , Obi said he would reserve his comments on the alleged plagiarism until he meets with the Speaker .
No state has enough bed for patients now , says NCDC
Meanwhile , the NCDC DG said on Friday that none of the 36 states in the country had enough bed spaces for COVID- 19 patients .
Speaking at the media briefing by the Presidential Task Force, Ihekweazu said, “ Yesterday (Thursday ), we tested 2 ,000 samples. That is the highest number of samples we have tested in a single day across the country and this number has been increasing every day .
“ From the information we have from the states , we have about 3 ,500 beds available right now. We push the states to make more beds available. We encourage every private sector partner if you want to support , do so in the state you are living .
“ There is no state in Nigeria, even Lagos and FCT, that has fully fulfilled the bed capacity that they need to respond to this outbreak. Every day, there are new cases and with every new case , there are new contacts but we are following up on about 12,000 contacts across the country from the beginning of the outbreak.”
Lagos discharge 26 more COVID - 19 patients
The Lagos State Government on Friday discharged from the isolation centres at Yaba and Onikan 26 more COVID- 19 patients who have recovered from the infection.
The state Ministry of Health via its Twitter handle, @ LSMOH , said the state had so far discharged 225 patients from its isolation centres .
It tweeted that 26 more COVID- 19 Lagos patients ; 12 females and 14 males including two foreign nationals – one Polish and one Filipino – were discharged.
… unveils 118- bed Gbagada isolation centre
Lagos State Governor , Mr Babajide Sanwo - Olu, also commissioned 118- bed bio - security compliant isolation and treatment center located within the premises of Gbagada General Hospital for the management of COVID- 19 cases.
According to a statement by the state Ministry of Health , the three- floor facility included a dedicated intensive care isolation unit, ventilators , monitors, respirators , mobile x - ray, ultrasound , oxygen amongst other ultra modern medical equipment.
Sanwo - Olu said an existing facility – the Cardiac and Renal Centre – within the hospital premises , which was not in use, was converted after an extensive renovation and upgrade was carried out to provide additional capacity to already existing isolation centres in the state .
He said the facility had an Independent Power Supply and backup Power Generator for uninterrupted power supply , adding that two other isolation facilities dedicated solely for frontline health workers who may come in contact with COVID- 19 had been completed and expected to go live on Friday.
Edo opens 40 - bed isolation facility at UBTH Monday
The Edo State Governor , Mr Godwin Obaseki , has also assured that the 40 - bed isolation facility being constructed at the University of Benin Teaching Hospital will be opened to receive confirmed cases of COVID- 19 from Monday.
The governor, who led his Chief of Staff, Mr Osaze Uzamere , and other top government functionaries on a tour of facilities at UBTH, led by the Chief Medical Director , Prof Darlington Obaseki , expressed satisfaction on the partnership between his administration and the hospital , which resulted in the refurbishment of the hospital ’s eight - bed isolation facility and molecular biology Diagnostic Laboratory (PCR Suite ) to fight against the COVID- 19 pandemic.
The governor said the state was fortunate to have three Federal Government medical institutions, adding that they had been instrumental in curtailing the spread of coronavirus in the state .
He added, “ We have visited the isolation ward refurbished for COVID- 19 . This is a small isolation ward with eight - bed space . Another 40 - bed isolation ward is being reconfigured and will be ready on Monday.

US approves Ebola drug for treatment of COVID-19

Authorities in the United States will allow the emergency use of Ebola drug remdesivir for treating patients with severe COVID-19.

The anti-viral drug was shown to help shorten the recovery time for people who were hospitalised with the coronavirus in recent clinical trials.

However the emergency authorisation by the Food and Drug Administration means usage has been rushed through without the usual higher levels of review medication goes through before it can be rolled out for treating the public.

Medical experts have since warned that the use of the Ebola drug, which is manufactured by Gilead pharmaceutical company, should not be seen as a “magic bullet” for COVID-19.

‘Important first step’
The company will donate 1.5 million doses of the drug to help during the crisis, in what Gilead Chief Executive Daniel O’Day said during a meeting with President Donald Trump in the Oval Office was an “important first step”.

“It’s the first authorised therapy for Covid-19, so we’re really proud to be part of it,” FDA Commissioner Stephen Hahn, also present at the meeting, added.

US National Institute of Allergy and Infectious Diseases (NIAID) found that remdesivir shortened the duration of symptoms suffered by patients with Covid-19 from 15 days to 11 during clinical trials on 1063 different people with the virus in hospitals around the world.

Head of NIAID, Dr Anthony Fauci, said that the use of remdesirvir had a “clear cut, significant, positive effect in diminishing the time to recovery”.

Even so, while the drug may speed up recovery, and potentially stop the need for some patients to be treated in intensive care, there was no clear evidence it could actually prevent further deaths from the virus.

On Saturday morning, 65,603 deaths from coronavirus have been confirmed in the US.

Convalescent plasma
Meanwhile, in the UK, a potential treatment that uses plasma from recovered patients is being trialled at Guy’s and St Thomas’ hospital in London.

Transfusions are expected to begin in the next few weeks.

It is hoped that the “convalescent plasma” treatment will help patients whose bodies are failing to produce enough antibodies to fight Covid-19.

The NHS Blood and Transplant service is on standby to begin a national programme to deliver up to 10,000 units of convalescent plasma a week to the NHS if the treatment is proven to be effective.

That would be enough to treat 5,000 patients in hospital a week.

Full Text Message Of President Buhari Message To Nigerian Workers

Full text of the speech reads below:

Greetings Nigerian Workers! It is 1st May – May Day today but we know that something is not right not just in our nation but globally. Today is a day set aside for workers to celebrate the success of their historical struggles to have a “voice” in the world of work. It is equally a day to celebrate their partnership with relevant stakeholders to achieve sustainable development and contribute to the progress of nations in contemporary times. It is a day to mark and acclaim workers’ productivity in nation – building. But today, May 1, 2020, the usual pomp and ceremony characterized by sounds of drumming and march past by various Trade Unions and their Federations are missing in all the stadia throughout the Federation including our Abuja Eagle Square. This is so because we are fighting an invisible enemy to humanity termed Covid-19 pandemic.

In a bid to win this war, we set up a Presidential Task Force (PTF) made up of the relevant sector Ministers and highly skilled Health Technical Experts The government had to in a well-designed Expert Advice, lock down some States of the Federation where this pandemic is most prevalent – the Federal Capital Territory (FCT) Abuja, Ogun and Lagos States. Lagos State was and still is the EPICENTRE of the disease and of late Kano had to follow because of the new eruptions of Covid-19 in the State.

Offices, businesses, and various forms of out-door activities have been put in abeyance so that “WE” as opposed to “I” factor may prevail so that we may live for tomorrow. Yes, it is a common problem and interest and it is at this time that we must be our brother’s keeper by ensuring that “I protect myself and protect others from me”. I, therefore, ask Nigerian Workers both in the Public and Private Sectors with her FORMAL and INFORMAL ECONOMY to bear the stringent measures for a while for our common good. This would enable us put the ravaging pandemic under control and restore normalcy within the confines of relevant guidelines issued by health experts and the Government for safety against Covid-19 in order to curtail its spread.

I acknowledge that it is not easy but nations globally are in a state of war against this pandemic and in a war situation, survival is paramount.

Though the lock-down had been partially lifted in States aforementioned, except Kano State, workers are enjoined to observe subsequent rules and regulations issued to ensure the safety of all Nigerian citizens.

I understand the anxiety which has plagued the minds of workers over the possibility of job losses due to economic downturn caused by the pandemic and lock-down especially in the private sector. In this regard, the Government will ensure that no employer would retrench or lay off workers without going through due process of social dialogue which includes consultations with workers and with the Competent Authority – Federal Ministry of Labour and Employment.

Furthermore, I had earlier put in place a Presidential Economic Sustainability Committee (ESC) with the objective of developing a credible sustainability plan for repositioning the Nigerian economy now and post Covid-19 crisis period. The ESC is required to specifically explore ways and means of growing our non-oil sector – all in a bid to minimise the adverse effects of the current crisis and to also protect existing jobs and even create new jobs to help absorb the teeming army of the unemployed even before the crises.

I conclude by expressing my appreciation to Medical Doctors and Healthcare Workers as well as their respective organisations, the Nigerian Medical Association (NMA) and Joint Health Sector Unions (JOHESU). These Health workers are doing a great service for humanity. I thank you all. I have directed that requisite incentives and hazard allowances enhancement and insurance for lives should be taken at these perilous times in favor of our Health Sector workers as a way of showing our appreciation. Also, personal protective equipment for their safety is also guaranteed.

Great Nigerian Workers, your resilience in times of adversity is not questionable. I appreciate you all and I know that with collective will and sense of responsibility, as a team, we shall triumph as a nation.

Observe all the Health Protocols as already established by the World Health Organisation (WHO), in terms of hygiene, wash your hands regularly, observe Social Distancing, and Stay Safe.

God bless you all.

Atiku Explains Why He Sacked 46 Staff On Workers Day

Former Vice-President Atiku Abubakr, radio and television communication company, Gotel Communications has confirmed the sacking 46 staff.

According to the former vice President, Atiku Abubarka he sacked the 46 workers due to lack of sufficient funds. He, however, added that the Coronavirus pandemic has caused global economy crisis. We want to maintain a little number of staff that we can pay, he said.

Paul Ibe, Atiku’s media aide, confirming the sacking of the workers said it was a culmination of the restructuring process in Gotel Communications Limited, a company under the umbrella  of Priam Group.

Paul Ibe’s statement reads, “Rationalisation of staff in Gotel, outcome of long-standing company restructuring.”

“The founder of companies under Priam had announced that many of his business concerns would be aggregated under the Priam Group.

“Priam Group had embarked on a restructuring exercise which led to a merger of many companies under its umbrella.”

“Other components of the restructuring includes rationalisation of workforce and thus some members of staff of the group would be laid off, with their full disengagement benefits paid to them.’

However, the affected staff were handed their respective sack letters on Friday, being Workers Day.

A copy of the sack letter reads in parts, “The management has decided to discontinue your services with immediate effect.

“Consequently, please be informed that your entitlements including stipend lieu of the notice will be computed and posted into your account with immediate effect.”

The expatriates threatened to sue the company for breaching their contract terms.

Recall that some expatriate workers had earlier accused Gotel of breaching the terms of their contracts and failing to pay them several months of salaries and entitlements.

Abba Kyari: NBA chairman, others, sue Buhari, SGF for violation of COVID-19 regulations

The Chairman of the Bwari branch of the Nigerian Bar Association in Abuja, Mr Clement Chukwuemeka, and three others have sued the President, Major General Muhammadu Buhari (retd.), and the Secretary to the Government of the Federation, Boss Mustapha, for the alleged violation of the COVID-19 regulations and protocols during the burial of Buhari’s Chief of Staff, Abba Kyari.

The suit marked FHC/ABJ/462/2015 was filed before the Federal High Court in Abuja on April 30, by Chukwuemeka, two other lawyers – Olalekan Oladapo and Raphael Ogbe – as well as a civil society group, Wheel of Hope Human Rights Foundation.

Other defendants joined along with Buhari and Mustapha in the suit are the Attorney-General of the Federation, Mr Abubakar Malami, the Nigeria Centre for Disease Control and the Ministry of Information.

The plaintiffs alleged that the handling of the burial of the presidential top aide violated the COVID-19 Regulations issued by Buhari and the guidelines issued by the World Health Organisation and the NCDC.

Kyari, 67, died of complications related to the COVID-19 on April 17 and was buried at the Gudu Cemetery in Abuja the next day.

The burial drew a large crowd, including top government officials who reportedly failed to observe the recommended social distancing measures.

The development sparked concerns about the possibility of an escalation of the spread of the dreaded COVID-19.

Members of the Presidential Taskforce on COVID-19 had apologised for the breach of the regulations and protocols at the burial.

The plaintiffs alleged that Buhari, Mustapaha, who is the Chairman of the PTF  and other defendants failed to ensure public safety during the burial.

They alleged that the defendants also failed to abide by the provisions of the law and guidelines in respect of COVID-19 lockdown, stressing that they endangered people in the Federal Capital Territory, Abuja, by their action.

The plaintiffs also recalled how a Lagos-based actress, Funke Akindele, and Abdulrashid Bello were arrested, prosecuted, fined N100,000 each by the court and given 14 days’ community service for violating the stay-at-home and social distancing orders in Lagos.

They noted that over 1,000 persons had been arrested and tried in the FCT, for similar breaches, insisting that “Nigerians expect that having used certain persons as scapegoats, no one should be spared and no one is a sacred cow.”

They also wondered why Kyari’s corpse “was released to his family for burial in the first place, contrary to the claim by the Minister of Information and Culture,  Alhaji Lai Mohammed, at a forum organised by the News Agency of Nigeria on April 3.”

According to the plaintiffs, the minister had said that “bodies of COVID-19 victims cannot be claimed for burial/internment due to their contagious nature’.” (Saturday Punch)

Yoruba World Congress calls for expulsion of parasitic non-indigenes by regions, scraping of quota system, unity schools, federal character, etc

The Yoruba World Congress (YWC), an umbrella body of all self-determination groups and socio-cultural organisations of Yoruba descent worldwide, has advised the various regions in the country to expel parasitic non-indigenes, even as it called for the scrapping of policies such as quota system, unity schools and federal character. This, according to YWC, will end the unhelpful unitary rule in the country and usher in a more helpful autonomous system of government.

YWC made the call Friday in a statement in reaction to the recent compulsory evacuation of thousands of Almajiris throughout the 19 northern states by respective state governors in the region.

It described Almajiri educational system as “a federal-dictated, financed and controlled educational system for usually abandoned and wandering children scattered all over the vast mass of land in the Northern part of Nigeria.”

According to YWC in the statement signed by the Communications Secretary, Akogun Tola Adeniyi, “The Governors took advantage of the COVID-19 pandemic to give vent to their age-long dissatisfaction with the Federal Government’s meddlesomeness in the running of their respective primary education system.

“In sacking the Almajiri pupils and evacuating them in hundreds to their respective states of origin, Northern governors “vowed not to allow the system to persist any longer because of the social challenges associated with it including the perpetuation of poverty, illiteracy, insecurity and social disorder.” Their statement went further: “This is for the common good of the states and Nigeria in general.”

“Kano State evacuated 524 Almajiris to Jigawa State, 435 to Katsina State and several others to Niger Republic whose education was being financed with Nigeria’s tax payers’ money.

Gombe State evacuated 700 in the first batch and escorted them out under heavy security to their states of origin.”

On its demands, YWC said: “In view of the drastic and bold steps taken by the 19 governors to rid their region of security risks and social and economic malfeasance brought about by ill digested centrally controlled educational policies, notice was being served on the heavily loaded government at the centre that time was up for Federal Government arm-twisting control of educational, state and local government schedules in Nigeria. Each state in the North now determines their destinies.

“It is also a clarion call on all other regions in the country to send non-indigenous people that constitute nuisance and epitomise grinding poverty back to their regions of origin so that each region can properly plan for their indigenous populations and remove the crushing burden imposed on them by Nigeria’s Unitary Government.

“Totalitarianism and ruthless over centralisation have been the bane of Nigerian federal system of government which is federal only in name. And its time is over.

“Yoruba World Congress is convinced that this is the time to jettison self-serving policies like Quota System, Unity Schools, Federal Character, Education Trust Fund, Universities Commission, Universal Primary Education Board, Joint Admissions and Matriculation Board and several similar self-serving, corruption laden agencies smuggled into our peculiar federal system of government so that each region can determine their education system, their housing needs, their energy requirements, their roads and transportation priorities and food security requirements and of course internal security.

“COVID-19, in spite of its cruelty, has brought about stark and compelling realities and after its departure Nigeria and indeed the world shall never be the same again.”

How Nigerian girls are sold into slavery in Lebanon, others —— Tour operators President Bilikisu Abdul

Okorie UGURU

People with good conscience around the world were alarmed last week with a message a Lebanese named Wael Jerro posted on his Facebook wall, offering a Nigerian girl for sale. The worth of the Nigerian girl, who Jerro described as “very active and clean”, was put at a paltry $1,000.

“Domestic worker from Nigeria for sale with new legal documents. She’s 30 years old; she’s very active and very clean. Price: 1000$,” Jerro had posted.

Concerned Nigerians wasted no time in drawing the attention of the Nigerian embassy in Lebanon as well as Mrs Abike Dabiri-Erewa-led Nigerians in the Diaspora Commission (NIDCOM) to the plight of the young woman identified as Peace Ufuoma Busari.

The resultant pressure on the Lebanese government led to the arrest of Jerro who had gone underground after the furore generated by his post. The Lebanese authorities also vowed to prosecute Jerro for criminal sale of a human being.

A statement issued by NIDCOM said: “The passport, which the victim acquired in May 2018, indicated that she hails from Ibadan, Oyo State. An all-out search for the young Nigerian woman is ongoing in Lebanon.
“On Wednesday, April 22, 2020, the Lebanese Ministry of Labour issued a circular condemning the action of Mr Wael Jerro as being completely unethical and in contravention of Lebanese laws and against the principles of human rights.

“The circular further stated that legal action would be instituted against him for human trafficking before a competent judicial authority by the ministry, in line with its statutory responsibility.
“The Nigerian Mission in Lebanon has also demanded an immediate handover of the victim to the mission unconditionally and in good health.”

The question on the lips of many Nigerians is why it is easy for unscrupulous agents to ferry Nigerians to Lebanon and other countries where such obnoxious practices are thriving.

Giving an insight into how foreign agents from Lebanon and other countries ferry Nigerian girls out of the country into servitude overseas, the President of the National Association of Tour Operators (NATOP), Hajia Bilkisu Abdul, said: “You know that this is not the first time that this kind of thing is happening. Both in my capacity as NATOP President and NATOP as a body, we have been able to get to the roots of this illegal and inhuman business.

“We tried to trace how these trips are packaged for the girls, how they get their tickets and so on. My personal investigations show that most times, these dubious foreign agents who enslave our girls in places like Lebanon and Dubai (United Arab Emirates) have agents here in Nigeria.
“These agents are not bona fide tour operators. They approach their agents in Nigeria to get them girls for domestic jobs in these countries.

“The agents would sweet talk some naïve, unexposed girls into trips abroad to work and make money.
“Once they get girls who are willing, they will send their names to their foreign partners after collecting money from the girls.

“The agents in those countries are the ones who prepare their visa and pay for their tickets.
“These girls would embark on the trip without knowing what they would be facing until they get there.

“On getting there, their passports would be seized and they would be forced to work under inhuman conditions and treated as slaves.

“These agents are not real tour operators and are not registered with us.
“Nigerians should be very careful about such trips.

“Parents also should be wary of allowing their children to go on such trips. It is very dangerous and could lead to death.”

Kim Jong Un Makes First Public Appearance After Death Speculation

North Korean leader Kim Jong Un has made his first public appearance since speculation about his health began last month, cutting the ribbon at the opening of a fertilizer factory, KCNA reported Saturday.

Kim “attended the ceremony” on Friday and “all the participants broke into thunderous cheers of ‘hurrah!’” when he appeared, the Korean Central News Agency said.

He also inspected the facility and was “briefed about the production processes,” the report said.

Kim “said with deep emotion” that his grandfather Kim Il Sung and father Kim Jong Il “would be greatly pleased if they heard the news that the modern phosphatic fertilizer factory has been built,” KCNA added.

Kim has not made a public appearance since presiding over a Workers’ Party politburo meeting on April 11, and the following day state media reported on him inspecting fighter jets at an air defence unit.

Conjecture over his health had grown since his conspicuous no-show at April 15 celebrations for the birthday of his grandfather Kim Il Sung, the North’s founder — the most important day in the country’s political calendar.

A top security advisor to South Korea’s President Moon Jae-in said less than a week ago that Kim was “alive and well,” downplaying rumors that he was ill or incapacitated.

The advisor, Moon Chung-in, told CNN that Kim had been staying in Wonsan — a resort town in the east of North Korea — since April 13, adding: “No suspicious movements have so far been detected.”

Daily NK, an online media outlet run mostly by North Korean defectors, has reported Kim was undergoing treatment after a cardiovascular procedure last month.

Citing an unidentified source inside the country, it said Kim, who is in his mid-30s, had needed urgent treatment due to heavy smoking, obesity and fatigue.

Soon afterwards, CNN reported that Washington was “monitoring intelligence” that Kim was in “grave danger” after undergoing surgery, quoting what it said was an anonymous US official.

US President Donald Trump appeared to confirm that Kim was alive earlier this week.

Trump refused to comment Friday on Kim’s reported re-emergence.

Previous absences from the public eye on Kim’s part have prompted speculation about his health.

The North is extremely secretive, and doubly so about its leadership.

Kim’s father and predecessor Kim Jong Il had been dead for two days before anyone outside the innermost circles of North Korean leadership was any the wiser.

In 2014, Kim Jong Un dropped out of sight for nearly six weeks before reappearing with a cane.

Days later, the South’s spy agency said he had undergone surgery to remove a cyst from his ankle.

Fayemi promises better welfare package for Ekiti workers

..Approves stipends for vulnerable, sick workers

May 1, 2020

Rasaq Ibrahim, Ado-Ekiti

The Governor of Ekiti State, Dr. Kayode Fayemi has assured all workers in the state that his administration would continue to make their welfare a top priority.

Fayemi applauded the workers for their efforts so far which he said had assisted the state to move forward with quality service delivery, assured his administration’s commitment to giving workers better welfare within the available meagre resources.

He gave the assurance in a statewide broadcast in Ado-Ekiti on Friday in commemoration of the 2020 International Workers’ Day celebration, with the theme: “COVID-19 Pandemic and its Social Economic Impact on the Nigerian Working Class”.

The Governor regretted that this year’s celebration was devoid of the usual fanfare and joy due to the lockdown brought by the COVID-19 pandemic, which he said was a global scourge.

He added the surge of the pandemic, in the state and its negative consequences, was largely responsible for the delayed implementation of the N30,000 minimum wage for senior workers in the state.

The governor stated that the Public Service Joint Negotiation Council was on the brink of concluding negotiations on the consequential adjustment arising from the minimum wage, when the pandemic dealt a fatal blow on global economy, the national and state economy.
This, he said, may affect the resumption of negotiations but expressed optimism that the pandemic would soon be defeated, and that the world economy would come out of the present recession to enable the State finalize deal on the process and its consequential adjustments.

Fayemi said the labour movement in Ekiti State has been resilient and sacrificial urging them to be patient with the administration saying efforts are in the pipeline to make life more bearable for the workers.

“Salaries, pensions and gratuities are being paid as and when due. I am sure you have received your April 2020 salary and all allowances due to our health workers who are at the frontline of COVID-19 response have been paid.

“We continue to pay the N30, 000 minimum wage for junior cadre in the public service and have reinstated merit based appointments to elevate the standards of the public service.
He urged workers to be dedicated to their duties and support the government of the day with quality service delivery to contribute their quota to the development of the state.

Fayemi, however, approved financial assistance for bedridden, vulnerable and widows in the civil service to assuage their sufferings.

“I have accepted the list submitted by the leadership of organized labour, Nigeria Labour Congress and Trade Union Congress with details of most vulnerable, sick, those that involved in accident, widows and widowers and approved money for them as a little leverage of government support in commemoration of this years May Day.

“As a government, we are determined to play our part at making work and its environment conducive for Ekiti workers. This, we believe is the only way that we can inspire our workers to give in their best in the implementation of policies and programmes of our government.”

COVID-19: Ekiti Senator Gives Second Phase Of Palliatives To Constituents

By Bakare Lukman

May 1st, 2020

The Senator representing Ekiti North Senatorial district, Olubunmi Adetunmbi had last week commenced the distribution of rice to his constituents as palliative measures to ease the effect of COVID-19 stay-home order, in the state.

The beneficiaries of the food items were mostly okada riders, drivers, artisans, teachers, civil servants, League of Imams & Alfas, CAN, traditional chiefs, widows, widowers, orphans and the aged.

The Senator said:
“In addition to all measures taken by the National Assembly as donation and palliative towards the fight against COVID-19, I made this contribution with the hope that it will provide some succour to many needy homes in our senatorial district.

“This is to let you know that we share your pains and we truly care, particularly to those who have been made vulnerable, resulting from the lockdown.

Senator Adetunmbi urged Ekiti people to stay safe by following precautionary measures given by the government, health professionals and the state COVID-19 task force team to stop the spread of the virus.

These efforts were basically to cushion the effect of the lockdown placed on the state and the country in general, ensuring that that citizens are not exposed to contracting the dreaded disease, whilst trying to fend for their means of livelihood.
