The HDMI programme is funded by a series of highly-subscribed SUKUK bonds. The third of which has recently attracted a capital investment of N163.3bn for a provision of N16.3bn for each of the 10 roads. This creates & sustains 23,322 jobs on the construction of the 10 highways.👷🏿♂️
SUKUK bonds will be taken annually until Phase one of HDMI is completed by Q1 2023. These capital investments will be paid back through the services provided by investors in the post-construction period, including: Cashless e-Tolling, Rest Areas & Weighbridge Stations.

FG to begin enrolment of third batch of N-Power next week
...Current enrollees to exit July 31st
...Online portal to open for application on June 26, 2020
The Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development has said that it will commence the enrolment of the third batch of N-Power beneficiaries next week.
According to the ministry, the decision to enrol the third batch of the scheme was made following consultations and a review of the submissions on the reform of the programme for greater efficiency.
It also explained that the enrolment will provide opportunities for more Nigerian youths to access the programme, in furtherance of the President’s vision of lifting 100 million Nigerians out of poverty.
The ministry said the current enrollees of the scheme (Batch A) will exit June 30, 2020 while (Batch B) will exit the programme on July 31, 2020.
This is contained in a statement in Abuja on Friday by the Deputy Director Information of the ministry, Rhoda Iliya.
According to the Minister, Sadiya Farouq, “We have commenced the transitioning of beneficiaries from Batches A and B into government entrepreneurship schemes and engaging private sector bodies to absorb some of the beneficiaries after the completion of psychometric assessment to determine competency and placement into various opportunities.
“The Federal government is committed to the continuation and expansion and as such will now begin enrolment and onboarding of a new Batch of beneficiaries. Skills acquisition for entrepreneurship and job creation are critical for an economy that will require a boost post-COVID-19 and we are gearing up proactively for the challenge.”
On the mode of application, the ministry said: “Applications will be conducted using a hybrid system of enrolment to ensure that all Nigerians are given an opportunity to participate. As a Ministry that caters for the vulnerable, we will also make special considerations for Persons living with disabilities.
“The online portal would be open to receive applications from noon on June 26, 2020 and will provide a level playing field for all applicants.
“As part of the Ministry’s reforms to make the programme more efficient, all applicants must supply their Bank Verification Number (BVN) in their application to ensure a streamlined and transparent selection process.”
The ministry further explained that once applications are submitted, it will review submissions and publish a list of successful applicants.
It also stated that comprehensive details for the new batch will be announced in the coming weeks.
It however noted that past beneficiaries will not be eligible to participate in the application process.
The N-Power Programme was inaugurated by President Muhammadu Buhari in 2016 under the National Social Investment Programme (NSIP) with the mandate of lifting citizens out of poverty through capacity building, investment, and direct support.
The programme has enrolled 500,000 beneficiaries so far with 200,000 from Batch A which started in September 2016 and 300,000 from Batch B which kicked off in August 2018.
The beneficiaries were supposed to spend not less than 24 months on the programme and were spread across the key industries targeted by the programme; agriculture, health, education, and tax.

The All Progressives Congress, (APC) in Ekiti state has described former governor of the state, Mr Ayo Fayose as a type of politician that will do or say anything just to attract attention.
Such a politician, according to APC will shout Hosanna! today and crucify him! tomorrow in as much as their daily bread is guaranteed.
A statement in Ado Ekiti on Friday, signed by the Director of Media and Publicity of Ekiti APC, Elder Sam Oluwalana on some recent comments by the immediate past governor about the party, noted that the same Fayose has been hob nobbing with leaders of the party across the country seeking for favours.
Elder Oluwalana pointed out that during the four years of misrule of Fayose in the state, he was the executive, legislature and judiciary, as he crippled the other arms from performing their functions
"It is on record that the mace of the assembly, which is the authority of the legislature was kept at the government house, while the law makers would have to seek permission from Fayose before convening any sitting.
" And he is now shouting that there is no democracy in APC.
"It was during his regime that the minority members of the assembly impeached a Speaker while vocal members were railroaded into indefinite suspension until they succumbed to his whims.
"The people of the state will not quickly forget how Fayose administration equally crippled the functions of the judiciary, while his attorney general was always privy to any judgement to be delivered by Judges, he even led some of his thugs to storm a court in session and physically beat up a presiding Judge.
The people of the state are praying that they will never experience the type of Fayose's democracy in which workers were owed salaries, pensioners were dying of hunger, and citizens turned to beggars.
"The spate of killings in the state became aggravated with people unable to sleep with two eyes closed.
"He has succeeded in disintegrating his party, PDP, leading to the national excos imposing foreigners to administer the party as caretakers.
"Fayose is wandering across the country like someone that has been cursed. He thinks he can cause confusion in the APC as he has done to his party, unknown to him that he is dealing with more matured politicians.
"He should seek divine intervention to wash the curse placed on him by senior citizens of the state he made to suffer when he was governor.
APC also advised Fayose to leave the party alone and stop his divisive tendencies."
"Can democracy be said to be thriving under this one -man show? Fayose has no moral right to criticize democratic practice in this country as he who demands equity must come with a clean hand," he added.
Oluwalana stated further that Fayose's undemocratic moves are the major problems of his party, PDP as he is single handedly imposing leaders on members.
He advised him to stop his dubious escapades of wining and dining with leaders of the APC across, the country while also turning back to make unfounded allegations against the party.
Obaseki joins PDP
Edo State Governor, Godwin Obaseki formally joined the Peoples Democratic Party (PDP) after his recent resignation from the All Progressives Congress.
He was received by the leadership of the party led by the state Chairman of the PDP, Hon Tony Aziegbemi.
The party confirms the development in a tweet on his official handle.
APC factions continue battle as court affirms Giadom party chairman

The two factions of the All Progressives Congress on Thursday continued their battles for the control of the party .
The APC Deputy National Secretary, Victor Giadom, who , on Wednesday , declared himself as the acting national chairman after the Court of Appeal suspended the substantive Chairman , Adams Oshiomhole , on Thursday obtained a court order affirming him as the acting chairman.
The High Court of Federal Capital Territory, which gave the latest order, also directed Giadom to preside over the party ’s National Executive Committee meetings.
But the pro - Oshiomhole faction led by Senator Abiola Ajimobi began consultations with the APC stakeholders in the South - South with the aim of replacing Giadom as the deputy national secretary.
It also went ahead to inaugurate its primary and appeal committees for the Edo State governorship election.
The leadership crisis in the ruling party began on Tuesday when the Court of Appeal sitting in Abuja upheld the judgment of the FCT High Court, which suspended Oshiomhole as the national chairman.
On Tuesday night , the APC National Working Committee held an emergency meeting, where Ajimobi, who is receiving treatment for COVID- 19 in a Lagos hospital , was appointed acting chairman.
But on Wednesday morning , Giadom, who cited an order given by the Abuja court in March , declared himself as the acting national chairman.
A few hours later , 15 NWC members led by the National Vice - Chairman , South - South , Hilliard Eta, disowned Giadom and affirmed Ajimobi as the acting national chairman.
Court renews order allowing Giadom to act as APC chairman
On Thursday , the High Court of the Federal Capital Territory , Abuja, extended its March order, which allowed Giadom to act as the national chairman.
The court permitted Giadom to act as the national chairman of the party for 14 days.
Justice Samira Bature had, on March 16, 2020 , in a motion ex parte filed by the APC National Vice Chairman (North - East ), Mustapha Salihu, ordered Giadom to be acting chairman.
The plaintiff’s counsel, Wole Afolabi , on Thursday applied to the court for an extension of the interim order.
Justice Bature granted a two- week extension of the March 16 , 2020 interim order.
The judge cited Rule 3 of the COVID- 19 Practice Direction of the FCT High Court.
The order read, “ Consequent and in line with Rule 3 of the COVID- 19 Practice Direction of the FCT High Court, 2020 , the order of this court made on the 16 th day of March , 2020 is hereby extended for a period of two (2 ) weeks.
“ Application is hereby granted as prayed ,” Bature stated.
The court also allowed , Salihu, to act as national secretary pending the determination of the substantive suit.
Joined as defendants in the motion marked FCT/ HC /M / 6447 /2020 , are the Legal Adviser of the party, Babatunde Ogala ; the National Publicity Secretary, Lanre Issa- Onilu ; the National Secretary , Waziri Bulama and the party , and the APC itself.
Salihu had in the suit sought an interim order allowing Giadom to pilot the affairs of the party as acting chairman .
He had also in the motion sought an order allowing Giadom to preside at all meetings of the party ’s NEC.
The applicant also sought an interim order restraining the APC and its officers or anyone purporting to act as an officer of the 4 th defendant ( the APC)from preventing or in any way disturbing Giadom from functioning as the acting chairman.
Now , Giadom is acting national chairman – Lawyer
The lawyer to Giadom, Afolabi , who appeared on a Channels ’ Television Programme, Politics Today, in Abuja on Thursday , argued that by virtue of the latest court order, Giadom was the APC acting national chairman.
“ As of today, Victor Giadom is the Acting National Chairman until a national convention is held.”
We have not been served – APC
When contacted, the APC national legal adviser said, none of the orders being flaunted by Giadom and associates had been served on the party.
He spoke during a Channels Television Political Programme, Politics Today. He said, “ The only person vested with authority to coordinate , receive processes and institute actions on behalf of the party is the National Legal Adviser, no other person has the power, and that is me. I have not been served any of these processes .”
Giadom’ s associate, Salihu, disowns court order
But there was a crack in Giadom’s camp as his ally , Salihu, dissociated himself from the fresh order which asked him to take over as national secretary of the party.
Mustapha told reporters in Abuja on Thursday that he was not a party to the suit and that it was impossible for him to be a party to the suit because he convened the virtual Zonal Executive Council meeting where the appointment of Bulama as APC National Secretary was ratified.
Salihu said, “ My zone , the North - East has already nominated Waziri Bulama in the presence of the Senate president , the APC governors from the zone and other party stakeholders as the acting national secretary . I was at the meeting where this decision was reached . So why now would I go back to obtain a court order to act as national secretary?
“ I was not part of such shenanigans . It is not in my character to play such dirty politics and I condemn in strong terms those behind the act . At a time like this when the party is going through trying times , it is such a time that all lovers of the party must come together to keep the party running.”
NWC begins search for Giadom’ s replacement
In a fresh move , Ajimobi - led NWC asked the South -South geo- political zone to nominate a replacement for Giadom.
This was part of the decisions reached during the NWC meeting held on Wednesday.
Eta, in an interview with journalists on Thursday , said the party made a mistake naming Giadom as the deputy national secretary.
He stated that Giadom resigned to contest as deputy governorship candidate of the party in Rivers State in the last general election.
Eta stated , “ So, in the wisdom of the NWC, they have now asked us in the South - South to bring forth a name to fill that vacancy that has been created.
“ I think we should be very clear on this ; I think whatever mistakes, whatever missteps have been done cannot vitiate the grand law of the party , which is the Constitution of the party.”
He said he had written to the Rivers State chapter of the party to nominate a person who has the finesse and passion for progressive politics as Giadom’s replacement.
Ajimobi inaugurates Uzodinma’s election committee, appeal panel
Also on Thursday , the NWC led by Ajimobi inaugurated the election and appeal committees for the Edo State primary, at the national secretariat of the party.
Represented by Eta, Ajimobi inaugurated the Governor Hope Uzodinma - led seven - member election committee.
In his remarks , Ajimobi said the party had commenced the process of conducting the Edo State governorship primary with the inauguration of the committees.
He further said, “ So, we are almost at the culmination of that process. It is with deep humility that I want to announce to Nigerians that those we have selected to do this onerous and herculean job for the party were carefully selected, some of the finest and best amongst us.
“ Their job is very simple, to carry out the process of selecting the flag bearer of the party in Edo State and we know that after that exercise, there may be concerns, disagreements , that is why we have constituted members of the APC governorship Primary Election Appeal Committee.”
Responding on behalf of other members, Uzodinma assured the leadership of the party that the committee would ensure justice .

Uzodinma said the executive order put in place by his Edo State counterpart, Godwin Obaseki , provided an enabling environment for the party to proceed with its direct mode of primary as planned.
He expressed these views while speaking to journalists after his inauguration as chairman.
Uzodinma said, “ In their (NWC) wisdom. I have been appointed to chair the committee to conduct the primary, I have been given the guidelines to drive the exercise.
“ You are aware there is also a global pandemic, COVID- 19 and there are some local laws in Edo State. There is a law that does not allow more than 20 people to gather at a place , that is the beauty of direct primary.
“ When we get to Edo, we will deploy the necessary manpower to the various polling units with instructions that will not violate the local legislation that will enable our members not to gather more than 20 people at a place and by so doing, with a segmented approach , we will conduct a free and fair primary and our party will be happy for that.”

Nigeria records highest ever coronavirus cases as total hits 18,480
Nigeria on Thursday recorded its highest daily figure of confirmed COVID-19 cases yet, as 745 new infections were announced by the Nigeria Centre for Disease Control (NCDC).
With the latest update, the total tally of infected people in the country rose to 18, 480 from 17, 735 reported on Wednesday evening.
Previously, the highest daily COVID-19 cases was 681, which was recorded on June 12.
The new cases as recorded in states on Thursday are as follows:
